The Interreg Aurora funded project FAIR 3 addresses the challenge of maintaining and developing sustainable regional air connectivity across the Kvarken region, around the Bothnian Bay and northern Norway, linking northern Sweden, Finland and Norway. Reliable and cost-efficient regional aviation is essential for citizens, businesses, and public services in this sparsely populated cross-border area. However, legal, administrative, and financial barriers make it difficult for municipalities and regions to jointly procure aviation.
The overall objective of the project is to develop a common framework that enables cross-border cooperation on the procurement and financing of regional aviation services. This includes clarifying legal and administrative conditions, creating models for fair risk and cost-sharing, and identifying feasible procurement solutions. By doing so, the project will strengthen accessibility, integration, and long-term sustainability in the Interreg Aurora programme area.
The projects acting partners and key stakeholders are municipal authorities, airports and regional development actors in the Kvarken region, around the Bothnian Bay and northern Norway. These actors will benefit from project outputs, including a contractual framework, a cost allocation model, and knowledge benchmarking, which provide practical tools to support joint procurement of regional aviation services.
